A government shutdown due to disagreements over bills that include spending is the ultimate expression of the REAL separation of powers (legislative, executive, judicial) and a still functioning republic. Despite the fact that 20th century saw the power of the President increasing dramatically, USA still has institutional checks and balances and doesn’t let the executive branch act uncontrollably, as is the case with e.g. most of European countries.
